No column crowns an absolute “best” insurer: a €9-per-month Carrefour Assurance contract and a €60 full SantéVet plan do not answer the same need. The right reading is by profile: a young indoor cat, a large-breed dog with joints to watch, a house rabbit — each situation moves the cursor between premium and extent of cover. Note that most French insurers require the animal to be microchipped (a legal requirement in France) and communicate in French: factor that in if you are settling in.
The four contract lines that decide everything
The refund rate (50 to 100%): the share of each vet invoice reimbursed. The annual cap (€1,000 to €4,000 depending on the plan): beyond it, everything is yours again — compare it with the real cost of surgery. The deductible: annual (deducted once a year) or per claim (deducted on every treatment — the most punishing for chronic conditions). The waiting periods: the time after signature during which cover does not yet apply — typically 2 to 7 days for accidents, 30 to 60 days for illness, and up to 6 months for some surgery.
Add the sector’s rule without exception: pre-existing conditions are never covered. A limp that appeared before sign-up, even undiagnosed, can be excluded for life. That is the strongest argument for insuring a young, healthy animal rather than “waiting to see”.

Insured-animal databases have become a major source of veterinary epidemiology: the study by Agneta Egenvall and colleagues of over 350,000 insured Swedish dogs, published in 2005 in Acta Veterinaria Scandinavica, showed considerable differences in mortality and morbidity from one breed to another (the study on Google Scholar).
